NEW JUDGES APPOINTED TO MANITOBA PROVINCIAL COURT


Attorney General Andrew Swan today announced the appointments of Timothy Killeen and Cynthia Devine as judges of the provincial court in Winnipeg.
“Cynthia Devine and Tim Killeen each bring a wealth of experience and a commitment to community that will serve the public and the provincial court well,” said Swan.  “I welcome them to this next phase of their legal careers.”
At the time of his appointment, Killeen was a partner at Killeen Rolston Wiebe, a firm he co-founded in 1998.  Since graduating from the University of Manitoba law school in 1979, he has practised civil litigation and criminal law, working both as defence counsel and independent prosecutor.  He has significant expertise in impaired driving cases and has lectured on this and other criminal law topics to organizations including the Manitoba Bar Association, police services and the judiciary.  He is a life bencher, former president of the Law Society of Manitoba and president of the General Council of Winnipeg Community Centres.
Devine received her law degree from the University of Manitoba in 1993 and spent the first six years of her legal career focussed on criminal defence, civil litigation and prison law.  In 1998, she joined Manitoba Justice’s Constitutional Law Branch and gained invaluable experience appearing at all levels of court in Canada.  Since 2011, she has been prosecuting cases in the department’s domestic violence unit.  Her volunteer and community experience includes work with First Nations and Aboriginal peoples, victims of sexual assault and people with disabilities.
The new judges were selected from a list of candidates recommended by an independent judicial nominating committee. The committee was chaired by Ken Champagne, the chief judge of the provincial court of Manitoba, and included three community representatives, representatives of the Law Society of Manitoba and the Manitoba branch of the Canadian Bar Association, and a provincial court judge.
The appointments are effective immediately.  A swearing-in ceremony will be scheduled as soon as possible.
