PROVINCE TO ENFORCE ENVIRONMENTAL PROTECTION ORDER ISSUED TO COMPOSTING OPERATOR


Manitoba Conservation and Water Stewardship advises it will enforce an environmental protection order issued against Samborski Environmental Ltd., a company that operates a garden supply and commercial composting site near McGillivary Boulevard in the Rural Municipality of Macdonald.
Late last year, the province issued the order requiring the company to remove all compost material from its site due to environmental impacts from the composting operations on local residents and businesses, and the lack of an environmental licence.  Manitoba Conservation and Water Stewardship has received well over 200 complaints from those in the area due to the odour and management of the site.
Following the order, a facilitator was appointed by the province in order to help Samborski Environmental wind down composting operations at its current location and move to a more suitable location elsewhere.  These efforts were unsuccessful and the environmental protection order will now be enforced.
The three-week notice served today states the owner must cease operation of the composting business in the current location and ensure all material is properly disposed of.  If the order is not adhered to by Aug. 8, officials from the province will step in and remove the compost from the site to ensure the environmental impacts are properly managed.
Prior to the 2011 order, Manitoba Conservation and Water Stewardship worked with Samborski Environmental for four years to address ongoing environmental issues and to encourage relocation to a more acceptable location.  Along with trying to help find a more suitable location, the department has also been working with the company and the City of Winnipeg to arrange for an alternate composting site.
Environmental protection orders are issued under the authority of Manitoba’s Environment Act.  Orders can be issued to prevent or mitigate the effects pollutants may have on the environment and human health.
